In July 2023, Luis became the General Counsel of the San Antonio River Authority where he is responsible for leading, managing and overseeing the Legal and Real Estate departments. In addition, Luis serves as the Assistant Secretary to the Board of Directors.

Prior to joining the San Antonio River Authority, Luis worked for H.B. Zachry Company supporting their industrial construction group in areas of refinery maintenance and power plant construction.  He has also served as the General Counsel to Pedernales Electric Cooperative and held various management roles including Chief Human Resources Manager, Chief Information Technology Manager, Chief Operating Officer and interim Chief Executive Officer. Luis also has extensive experience in the financial service industry as he served as the Executive Director of the Technology and Transaction Legal Team at USAA.

Luis has a Bachelor of Business Administration degree from the University of Texas at Austin and a Juris Doctor degree from St. Mary’s University School of Law.
