Katie Overstreet is the Manager of the Utilities Department and has been with the River Authority since March 2020. Her leadership includes overseeing the utilities operations and managing infrastructure improvements to the wastewater systems. Katie has over 10 years of experience in wastewater collection and treatment projects and utility management.
Katie obtained her degree in Biological and Agricultural Engineering from Texas A&M University. She is a licensed Professional Engineer in Texas, a Project Management Professional, and an active member of the Water Environmental Association of Texas.

Escondido Creek Parkway Playground Closure

July 30, 2026

The playground at Escondido Creek Parkway will be temporarily closed from July 31 through August 2 for maintenance and is scheduled to reopen on Monday, August 3.

SASPAMCO Paddling Trail Temporarily Closed

June 30, 2025

Staff have removed two large log jams just downstream of Helton Nature Park, keeping the southern portion of the SASPAMCO Paddling Trail temporarily closed. Staff are working to contact adjacent landowners to support a land-based removal solution.

Goliad Paddling Trail Alert

June 30, 2025

NOTICE: HWY 59 Landing Site Closed

Due to TxDOT construction on the HWY 59 Bridge, the HWY 59 landing site is closed until further notice. However, the Goliad Paddling Trail remains open, and paddlers can still access the river at the Riverdale, Ferry Street, and Goliad State Park landings.

Please plan accordingly and check back for updates.
